It may not be the way everybody would do it, but if this happens to me, I like to soak the feather a bit in warm water. A few minutes should do unless the feather is very brittle.
Give it a go on a few feathers, it may be the cure for you!

wrapped around a bare shank. I think I need some way to soften up the quill
