I don't know what it's called, but I saw a neat idea in Field and Stream about how to make one for yourself:
Use a plastic bottle, like sodas come in, with parallel sides. Drill a hole in the cap big enough to take a 1/4" bolt Put a 1/4" bolt with a washer through the cap; washer on the outside and the inside for reinforcement; add a nut, but leave a good deal of bolt free to Chuck the bolt in a variable speed drill. Tape the line to the outside of the bottle, and wind it off with the drill.
