If you tie a fly with cigarette smoke saturated materials and then fish 
that fly, is it considered using scent?

I know of a fellow down in Houston that caught an IGFA  fly fishing world 
record Grass Carp only to have the fish disqualified because he caught it 
using a Coffee Bean Beetle.  IGFA said the coffee bean used to create the 
fly constituted "bait".
