Hi John
I have three pontoon boats and I have not had them in the rivers. I have been blown across two lakes in waves that were 3-4 foot high.  My bucks bag South Fork handled the waves very well. My small hobie cat also handled the waves well. I was lucky enough that someone drove around and picked me up  both times.
Tom has the right idea about working against the wind, then if it comes up it will blow you back to shore where you got in.

I have an Outcast with 10 foot pontoons. I have taken it on some large
rivers and was more than pleased with it's performance. It has a solid cargo
deck and an anchor mount. It will handle extra gear for over night trips or
carry an extra passenger.
