Several methods are available:
 
1) spray paint one color and then another through netting made for the purpose.  An air brush is helpful for this process
 
2) use glitter in an epoxy finish over the color you want (can make all kinds of contrasting glitter/paint combos)
 
3) third way is  to wrap the popper in foil or mylar gluing it on with water-based contact cement, and then texturing the surface with a knurled tool.  After painting back & eyes a
coat of epoxy is added over the body.  For the clear mylar gift wrap, the popper body is painted first.  Directions may be found at http://chemprof.tripod.com/mpopper.html for this process.  Foil gift wraps, wrappers from food (Hershey bars have nice gold foil, but I have to wait for the kids & wife to eat them, not on my diet).
