Ginger
It looks like they made a mistake on the recipe.   They only listed the tail.   It does have a clear plastic material over the back.  I might try it with the thin pearl siliskin stretched over it and then wrap the rib similar to a matuka wing over the siliskin to help keep it in place.  Someone else might recognize the material they used on this pattern.
