[VFB] rod builing

I have epoxy on two wrappings that did not cure properly and is still tacky 
after a couple weeks.  I've read that I didn't have the proper proportions 
of epoxy.  The instructions say to put on a second coat.  Any other 
methods?  I want to keep from having a large build up of epoxy.   Any 
recommendations for inexpensive syringes?  I was going to check the drug store.
