I'm a bit late on this, but I tried to figure out what it is.
Slicks webside has no helpful information, I found the bobbins in a printed catalog here. From the description I don't think that the tube or insert is made from titanium. titanium is a very light and stable material, but I don't remember that it offers a hardness like the ceramic inserts. This is the crucial point in the ceramic bobbins. The hardness prevents the bobbin's tube from getting little nicks from the tying thread, which might cut the thread later.
I guess that the designation of the bobbins has to pint out, the the tube of the bobbin - or maybe the ceramic insert - has a coating from titanium nitride (TiN), a very hard and durable material. It makes a nice golden color as well, which might make the instruments a bit better looking.
Same material is used on the 'golden' guides for rods.
