Traditional Spey rods are definitely softer/slower -- they excell at one thing, Spey casting.  If you overhead cast one you'll see immediately what I mean.  On the other hand, in a Spey cast the slow taper builds tremendous power as the rod is loaded through arializing line while the line tip and leader remain anchored to the water. 
 
European action rods are a hybrid trying to offer the best of both worlds.  In my opinion they don't Spey cast well, and are awkward in any other situation.  Their popularity is a bit confusing.
 
Find a shop and cast a Sage 9140; have someone who knows the ropes show you some basic stuff, and get ready to learn how to cast all over again, this time with little or no backcast!
