Vfb'ers, need assistance!

My problem, in short:   (kinda' like Byard's problem with Larva Lace)

My last two Fantasy Fly customers were double-billed $19 ($38 total)
shipping & handling on orders.

Both times Paypal blamed the customer for making an error.
Both times they refused to fix the billing.
Both times they refused to cancel the order.
    (Isn't it a federal law that any contract can be cancelled within 3 days
of signing it?)
Both times they were very rude.
Both times it took a long time to deal with them on a non-toll-free #,
costing my customers.

Is Paypal something I signed up for on my website, or do they just serve
anyone who wants to buy over the net?

Can I block future customers from using Paypal to buy Fantasy Flies?
Can this last customer have his credit-card company block the transaction?
 
Has anyone else had similar problems with Paypal?
