DonO has given you some advice.  I'm another Louisiana
fisherman, down here at the beach fishing is usually
better with an incoming tide (schools of bait often
come in with the tide), while inshore fishing is best
oon outgoing tides usually (pulls bait out of the
hiding places in the grasses of the marsh...).  But as
longer as the water is moving there is a chance.  When
fishing at slack tide, it is unusual to even get a
bite.  Tides in the Gulf are pretty small normally, a
2 foot change in level here is large.  I noted in the
tide chart you referenced you may see up to 6 foot
change in level below high and low tides.  simply, as
long as the water is moving there is a decent chance
of catching fish.
