Byard,
I think if one were to razor-cut the skins, on the back side, into 6 even
strips, like zonker strips, it may work.  Then they can balance out the
feather count by feel, taking a few from one and adding it to a sparse one.
I can get Tom to pitch something in for the cutter's efforts.  One person
should do all 6 capes, in order to get good at the feel of it.  This would
be much better than plucking them, keeping the feathers neat and in size
order.  Each would get 6 color strips (1/6 of a neck each strip) for the
price of one neck.  There is a little left/right symmetry, but if the
feathers are wound on spey flies, this would be moot.
