Since Jimi has a cd drive, I can just copy all the swap files to a disc and
mail it to him cheap.
I think that would be easier and save a lot of time over splitting and
re-sending files. He could then forward it to another mess swapper if they
can't read it.

That is correct. I tried it as well, got the same results.
The reason is that 95% of the PDF are jpeg-files, and they are compressed
already. And compressing an compressed file gives no further results.
Otherwise, the first compress wasn't good.
