Course you could look at it the other way, and just figure they're simply "covering their hole." But then that's really kind of stupid. Especially when a no-kill area, (stretch of water) allows treble hooks to be used. Might as well not even have the no-kill in affect. It's a huge problem here in the Catskills. They stock the no-kill, (where imho, they shouldn't) and then they allow lures that kill. Kinda ass backwards. mark....
