I've looked the article up. The author was indeed Roman Moser. he called his pattern 'Para-Sedge'. You know 'Sedge' is british for caddis (Just in case...)
the ty is:
Hook
thread base with yellow solk
dub with orange dub (no tail)
underwing made from CDC fibers
Overwing from some sparkeling neon fibers
A foam strip tied in as parachute post.
brown hackle, wound parachute style
fold post to the hook eye as shown in your photos
Whip and fini.

Roman glues a 'security' thread to the foam strip before he ties it in. This keeps the hackle in place, when some trout might chew up the foam.

Probably Roman's pattern was without a tail. I'm pretty sure that he
used a foam strip for the parachute post and the thorax as well. When
