[VFB] Roll-over scud?

I am trying to tie Gary LaFontaine's roll-over scud and am not having much 
luck finding a description of the weighting process involved with it.  It 
appears I have to weight the top, should I just put a length of round lead 
strip on top and tie it down?  Thanks for your help!
