Mmm. doubt if it does much actual cleaning. Photoflo is a surfactant, and its main use is to lower the surface tension of water, so that it runs off negatives and photos more easily, thereby preventing drops remaining, and the chalk marks from those drops drying in situ. As a surfactant, it is quite mild, therefore it has relatively little degreasing (cleaning) power. Most washing up liquids are similar, but stronger, surfactants, and a little washing up liquid can be used to substitute for photoflo.
