Pete,
That's not a Wally-Wing, but somewhat similar.  It's a single hackle piece
tied down, then the fly front is dubbed and hackled, and then the
wing-fibers brought forward and tied down, bending the stem as shown.
Hackle selection is important, as brittle hackle stems won't be very
durable, and shape is dictated by stem stiffness and taper.

If you want to learn perfection in Wally Wings from another vfb'er, get with
Martin Westbeek.
