Under almost all of your areas of concern I would add PERSONAL contact. It's easy to say "no" to an E-mail or newsletter. Particularly in the area of conservation projects. There must be at least a dozen or so out of a 400+ membership who cannot participate for very legitimate reasons such as work requirements. Some of them may want to help. Give them the phone list and conduct a phone campaign the week before the event. Tell them how much they are needed, give them all the particulars (news letters get thrown away or lost). You may not be able to contact everyone but you have to start somewhere. Do the same for meetings. Call those who are not attending. When they do show up be very sure to include them in everything. Many people are shy and do not mix in very readily. After a couple of meetings of standing on the sidelined they turn into no-shows. This will take a lot of conscious effort on the part of the active members. You will have to consciously be on the lookout for new arrivals and pull them into your cliques. I don't use that term in a derogatory sense, every organization has subgroups with common interests that form before and after meetings and this is where a newcomer can be unintentionally excluded. Hope this long rant has a few helpful ideas. These ideas do not come from a TU chapter but from 38 years as a Scoutmaster dealing with parents who were very often willing to help but needed to be pulled in.

I need some ideas on what is and is not working for your chapter...
1. Fund raising

Auction at every meeting of donated stuff by members

We do that

2. Active participation among members

Communicate, send email reminders of every meeting with scheduled events

We do that

3. Increasing active membership

Networking, get every member to invite someone they know

Tried that and it didn't work

4. Community activities

Environmental cleanup projects, go to the local paper with a press release and invite the public

Tried that but only 5 out of 400+ members showed

5. Just being all around good guys

You have to seek within m'friend ;-)

We are good guys, just need to find a way to weed out the lazy bums.

PS If any of you know of a good person to make hats for my chapter send me their contact info.
