That's the guy from my salt water club.  Not sure it works out to being cheaper than sili skin as you have to buy the "gooey body" and the foil to come up with a similar product. The one advantage is that's it's clear which is the one thing that Harry and Blaine didn't market.  He claims it's easier to work with than the sili skin.  Not sure about that either.  Got to play with it a little more.
It took me about six months to figure out how to make my own loco foam after first seeing it at the Somerset show about 3 or 4 years ago.  As you said, all the materials were staring at me in the craft stores, just took me a bit to notice.
Some other things that you can find in the craft stores.  Take a look at the mylar wrapping papers that they have there.  If you seen a new material in the fly shops and catalogs called "Frizz Fiber" check out the bead area, and look for something called "rat tail"  it comes in various diameters.  It's a solid cord, but if you pick at the end and hit the right strand it unravels into the above mention Frizz Fiber.
The transfer foils are available in craft stores, the selection around here is limited, silver, gold, copper, red, green, blue and "oil slick"  Mother of Pearl has disappeared from the shelves.  What you're looking for is stuff made by "Jones Tones".  They have a web site and other craft sites sell the stuff.
