On occasion you can get songbirds if you can prove the origin to be from
another country like England.  Try calling Phil Castleman and see if he has
any.  If they are labeled from Veniards (English company) they may be fine
ask Phil.  That is why we can use English jays but not our own. He also
carry's Cardinals but they are imported from Africa.  I didn't see magpies
on his list but they are easy enough to buy from England.

I asked and they are considered "songbirds" by the powers that be.  I
don't know much beyond that for the legalities, but the impression
that was left upon me was one of "find something else"...
