This is a note to UK listers...  can you please help?

I am trying to set up a phone call from Oregon USA via Skype to a
friend in the UK

The number I have on record for him is:

011 - 44 - 01291 - 4XXXXX

Is 011 the country code?  If not, how should I dial the number
correctly to reach the UK from the US?
