Hey Jerry, I've tried wool as well and it works alright. You could also maybe try foam. I've also had some success with craft fur "underfur" put into a dubbing loop and packed tightly. Easy to trim & shape and stays bouyant for awhile. Probably would be better with floatant or something. Just some thoughts.
