I never understood the reason for this way of hackling. Instead I tie in the 
hackle at the eye, make two or three turns with the hackle very close to 
each other, then wrap the hackle to the tail, catch the hackle with the wire 
rib, counter rib to the eye and tie off. Now I know there's more than one 
way to skin a cat, but IMHO this gives the best results, especially if you 
have a rotary vise. This was the first fly I tied on my new vise 5 yrs 
ago...

Tie those in by the tip at the rear of the hook and
that will give you some nice webby feather toward the
front that will move nicely in the water.
