Use salt water for salt water fish, and fresh water for fresh water fish. 
Using fresh water (tap water) on salt water fish makes them mushy and lose 
flavor. Watch out for the ice melting on you, and then leaving the fish in the 
water 
for an extended period of time. Personally, I will never eat a frozen fish, 
or even give a fish to someone who's going to freeze it. I would rather 
practice catch and release, than than throw away an opportunity for good fresh 
fish.
