For what it is worth, my tool is similar to John's, but possibly more adjustable (I don't know of John's particularsof his device, so I can't say):
  First, I slip a tongue depressor (pre-drilled, of course) onto a 3" #8 carriage bolt.  From there, I alternate five "Xacto- brand" hobby knife blades (or something similar) with nylon spacers (I have a set of 6 in each size from 1/16" to 1/2" for different sized strips), beginning and ending with spacer.  I then take a second of two large tongue-depressor sticks (like popsicle-sticks, only larger to accomodate the width of the bolts) that I attach to the end of the bolt with a #8 nut. From here, I use a second carriage bolt on the OTHER end of the sticks and lock the two sticks in place by flanking them on each side with another #8 nut (four total on the handle- side). 
I hope that this makes sense, but the whole thing was under 5US$ at the local ACE hardware... no affiliation with any brands, etc...
