I would think you can trim the earplug to make a
hopper body. What I was doing was to put a split in
the bottom of the earplug, wrap the hook shank with
thread.  Tie on a few splayed saddle feathers for the
tail, then glue the earplug to the hook. After the
glue was dry, I would shape the foam for a popper,
gugler or slider, color it if I wanted a different
color,(they were yellow) glue some doll eyes on it. At
times, I would leave the earplug "as is" to make a lot
of noise on the water. I used to work where I ran jet
engines, we went through the earplugs like candy.
After running the engines, I would collect all the
discardrd earplugs.
I still have some of those poppers in my "bass" stuff.
If someone would like to post a photo or two, I can
take a couple and send them out.
