I found it easier to put the foam popper body up against the hook shank while in the vise, then lay a thread base starting at the back of the foam, tie in the tail feathers, rubber legs etc, THEN glue the head on..
If I did it that way, I'd have paint all over the feathers. Or maybe you paint them first?
