Joseph is correct. The ads are advertising that is purchased by PETA from Google. Any web site owner can do the same, and the amount you pay per click through from Gmail site to your web site determines how high up the priority list you are when the ads are displayed. This is paid search or pay-for-performance.
This has nothing to do with whether Google "keeps them on". If a site breaks rules, is a scam etc., then Google can refuse to accept their ad. This is big income for Google. They recommend that advertisers budget at least $500/mo. for their ads to be displayed to maximum impact. Gmail is like one big database. Every note you send or receive is in the database, and the software engine and artificial intelligence is smart enough to know (from your database) that you like fishing topics. So when a fishing-oriented message is read in your email (like VFB), the Google engine serves up fishing-related ads. The downside to that is that Gmail has a LOT of information about you, your interests, your contacts, and the web sites you visit (from instaliing a cookie). Do not use Gmail for sensitive messages, and limit your business correspondence if you don't want that to potentially be hacked and exposed. That's the caution... the plus is that Gmail has the best spam filters in the business, and they are leaders in search and innovation, and control about 75% of the search engine market.
