John, did you think about making one by yourself?
Basically this tool has 2 'parts'. The first one can be made by a piece of foam, where you cut a slit in. Grab a feather (Marc uses cdc <G>) by tip and but and move it into the slit. Now for the 2nd part, use a paper clamp or similar and grasp the fibers of the feather, and voila.
