By the way, the statement that HEVC/H.265 doesn't support interlaced video is incorrect. At the JCT-VC meeting in San Jose (February 2012), after discussing several possible approaches, it was decided that efficient compression of interlace video could be achieved by adding an SEI message to the specification without needing to change the basic design or coding tools of HEVC/H.265 [JCTVC-H0013]. An overview of interlaced video support in HEVC/H.265 can be found in http://ngcodec.com/news/2014/1/15/does-hevch265-support-interlaced So, including low-level tools into a codec is not the only way of supporting interlaced video in bitstream.
