I've reviewed the changes to this draft since the -02 version and it
looks good. I am happy with the new text in section 3.2.

I'm also updating the testing draft to match the new section 4.1 (and
specify all the quantizer points).

Following is a couple of nits that could be addressed if there is
another WGLC, but I'm fine with the document as-is and think it's ready.

"Thus, for each sequence, 30 RD-points for PSNR and 10 that should be
used for testing as well as the 6 values of bit-rates RD-points for
MS-SSIM should be calculated in the case of YCbCr whereas 60 RD-points
(30 for PSNR and 30 for MS-SSIM) should be calculated in the case of RGB."

Instead of saying 10 points vs 30 points, it might be clearer to just
say one curve vs three curves (one for each channel).

Also, my current testing draft encodes all content as YUV 4:2:0 or 4:4:4
(even in the case of an RGB original source, such as the screencasting
scenario). Native RGB is still supported for lossless mode, but the the
special case text in section 4.1. could probably be omitted.
