I have updated the codingtools draft to -01, see the links below.

This change includes a description of a proposed context adaptation scheme 
(with example) for use with multi-symbol arithmetic coding where the sum of the 
probabilities is a power of two.

Also included is an early adaptation version of the algorithm that that adapts 
more quickly when fewer symbols have been coded with a context, e.g., at the 
beginning of the frame.
