Encoders for mpeg2, H.263 + friends usually accept *planar* 4:2:0 as
input.

The ITU wants $$$ for the recommendations, they are not available
online. You might find the lastest draft version for some of them
if you know where to look. videoconferencing related stuff can be
found on ftp://standards.pictel.com for example.
