I own a LifeView USB CapView device that works very well under Linux
(disclaimer: I wrote the driver). It supports NTSC, PAL, and SECAM color
formats, has a composite and an S-Video input, and can capture at
320x240. 320x480 capture should be supported soon, as well.
Frame rates are 8-10 FPS uncompressed and 30 FPS compressed. The quality
is quite good, although it is unlikely that 640x480 capture will ever be
supported.

The device can be purchased for 69.00 USD at: http://www.lifeview.com/
It may be available elsewhere for less. Your best bet is probably a
google search for "lifeview capview" or something like that.
I'm not qualified to answer your other questions, unfortunately.
