MPEG4 appears to have patent issues, so for the US at least it seems likely there is no open mpeg4 possible. Its also very CPU heavy which may make it a poor real time codec. For real time you generally want a very efficient codec that handles rapid scene changes well (at low data rates B and P frames are basically no hopers) and avoids cpu intensive DCT and the like.
