You don't need MPEG for that.... gsyp (http://gspy.sf.net) or
mjpegtools' lav2yuv in scene detection mode (http://mjpeg.sf.net) can do
simple scene motion detection... The mjpegtools also have some advanced
mpeg motion compensation code (used in our MPEG encoder mpeg2enc) but
this only gets realtime when you have a very fast CPU, mpeg2enc isn't
the fastest MPEG encoder around (the resulting MPEG movies are
excellent, though).
