You might try loading the module with fps=5 and compression=3 [*], and 
making sure that pwcx-i386 is loaded (kernel gpl taint not 
withstanding)

That could help you on the bandwidth side...

[*] I just have the following in modules.conf (having put pwcx-i386.o 
in /lib/modules).  The dev_hint is so the bttv board gets 81:0 and the 
camera 81:1, even if bttv isn't loaded when I access the cam...

options pwc power_save=1 fps=5 compression=3 trace=0 dev_hint=1
post-install pwc /sbin/insmod -f /lib/modules/pwcx-i386.o
pre-remove   pwc /sbin/rmmod pwcx-i386
