You might try xawtv -noxv - but that might not be the issue.
It smacks of classic problems with the hardware cursor on ati cards. I haven't
heard of this precise problem, but I've used so many ati systems that had weird
mouse cursor issues.
Try adding the option sw_cursor to your XF86Config and restarting X.
