Hello, Sheree, I'm having a similar problem. I live in Argentina, where we have as national standard PAL-N. (This is a mixture of U.S. channel spacing and European PAL color). My card is marked NTSC and decodes that OK. It also decodes perfectly PAL-B from my camera, but NOT PAL-N from the cable (even though the option appears on XawTV's menu)
The Bt878 datasheet mentions the crystal must be 8 times the PAL subcarrier, which is confusing, as PAL-N, PAL-Nc, PAL-M, PAL-B all have different subcarriers. I'm not sure which flavor you use. Anyway, I'd like to hear from you if you find a solution...
