In very limited testing, this seems to have done the trick. I am now getting seemingly solid captioning from VBI. (after about 10 minutes of test data)

Related to an earlier post in this thread, I still had to start a video app to get the captions flowing. However, unlike before, when I quit the app (xawtv) the captions continue to flow.

Must be initialization or similar, but at any rate that's not a problem for this application.
