I remember some via driver for windows setting this to 96, or at least so the readme that came with it said it does. Setting this never did anything for me, though. What fixed the issue(s) for me was disabling "CPU-PCI write buffer" and enabling "Delay transaction" options in my bios. I'm guessing these aren't set as default because they lower performance in other applications.
