Just as most applications do. And there are lots that are better that the
windows alternative. Personally I prefer the linux bttv+xawtv over everything
that windows has to offer for TVcards. To have a conference package that works
with bttv and communicates with netmeeting would be just perfect.

I'll give it another try and keep monitoring the openh323 page.
