I also live in France, and I also have cable channels both in PAL and
SECAM. I'm using a Miro PC/TV card and PAL/SECAM switching works fine
for me. I'm using bttv 0.7.64 wich seems newer than your version:

You might try a newer version of the driver.

I'm using the same tuner type (Philips SECAM). Are you sure that your
card number is right ?
