You will probably need a combination of both. For the old video tapes, get the best quality you can by using Firewire. If you have a new Digital8 camera, you can use that as a capture device for your old Hi-8 tapes. Or, if you have another DV camera a lot of times they have Video In so you can use the new camera as a capture device to Firewire from either a VCR or your old Hi-8 camera.
For the taping of programs to VCD you should probably use a tuner card along with a Linux PVR program like Freevo (http://freevo.sourceforge.net/) or MythTV (http://mythtv.org/).
