V4L MPEG encoders and digital frames

I am trying to find out some linux supported MPEG encoder cards that will 
allow me to supply the frame data to the encoder engine from RAM, rather 
than from an analouge input? essentialy a stream writing to the card rather 
than from it.

This could also be implemented as a full-screen overlay i suppose...
