Usually yes. Iv'e seen some async oddities (i.e., close and reopen immediately will trigger this error; however, one second in between will solve this), but I believe this to be a lag between the closing process and the next reopening process (i.e., kill old_pid; restart app while the kill wasn't handled by the old-running app yet). In code, a close(fd); fd = open(...); should work perfectly.
