OK I decided to test some other encoding methods at 1fps. I tried photo jpeg and mjpeg-A codecs. With footage at 1fps, they do get much much closer to mpeg4 filesizes than is normally the case, so my theory was roughyl correct. But they are still a bit bigger than your mpeg4 file, so I dont think theres much point switching.
Specifically using mjpeg-A with quality set to medium, your file came out at 60MB instead of the 53MB of your mpeg4 version. If I set quality to low then it may get smaller than your original, but quality may be unacceptably bad. Audio accounts for around 24MB of your filesize, average bitrate 64k, max 84k. Video average bitrate is 75k, maximum 340k. All in all I think youve probably optimised your video to the max, wouldnt expect it to get much smaller than that. If you list your exact settings and encoding procedure, might be possible to tell you how to get a 2fps version without any increase in filesize, but with slightly decreased image quality.
