Impossible? Can't they just hire people whose full-time job it is to
look for these "illegal" postings, and go after the providers, if not
the users?


Been there, done that, for software. It would take a large full-time staff doing nothing but surf and serve notices all day; by the time you get one provider to respond and remove the "offending material", ten more copies have popped up. It's far more expensive than it's worth. That's why the RIAA is going for the highest possible profile on the very small percentage of music downloaders they are actually suing, to put the fear of Law into the rest of us.
