You have to have an iTunes account to do it, and to get an iTunes account you have to enter a credit card. I think they accept paypal too, if I recall correctly, but I could be wrong about that. Anyway if you don't have an account and don't want one you can always ask a friend with one to submit for you, you don't have to be the owner of a feed to submit it.
